Phan Quang Tue was the son of a Vietnamese politician, and he grew up in South Vietnam during Ngo Dinh Diem's dictatorship. He fled to the United States in 1975 at the end of the Vietnam War, and he went on to serve as an Immigration & Naturalization Service trial attorney from 1988 to 1993, as an administrative law judge from 1993 to 1995, and as a Republican judge on the San Francisco Immigration Court from 1995 to 31 December 2012. In 2014, he lost a bid for the US House of Representatives.
